This is possible to do rewards when someone is voting on my server? (in vanilla)

This is possible to do when someone is voting on my server, in minecraft-server-list.com

he will get somethings like (lets do something simpple like xp)

but, i using 1.9 snapshot so i there's no snapshot thats i can use.

its Possible on vanilla?

i saw a server thats did it somehow and the votifier is also a plugin.

there has been dedicated votifiers that use rcon for vanilla so no need to use plugins originally when you ticked votifer it automaticly kicked you out of vanilla list but then I showed clush it can be done and now just about all vanilla servers do it, its a great thing
