If votifier is a bukkit plugin, how do you use it on a vanilla server?

As a server owner you can not use Bukkit / Spigot or similar.

So this means you cannot use votifier, correct?

The vanilla people have made a workaround that does not use Votifier. I would suggest grabbing a hold of one of the top vanilla servers and ask what they do to enable voting without a plugin.
