How to allow certain command with allow cheats on

Question

So i have added some plugins where you can have custom villagers, but you need to have cheats on to spawn them. But i don't want anyone think im cheating, spawning in things etc. So i want to disable all the unnecessary commands and only allow the plugin ones

It is impossible to use console commands without cheats on so just Turn them on to spawn it then turn them off right after!
