Help me please and im nmot icecream

Hello my name is IC3_CR3AM, and I have been having this problem since I coded my groups.yml file. My problem is that nobody can place blocks with the exception of OP's. I really need help with this or my server might die I already lost 3 staff members and 18 players because of this. Here is my groups.yml.

Try Getting A Group Manager Plugin. Then you can do /manuadd Group Command.
