My server is always "full" even though im the only player online and it wont let my friends in

When I want to play with my friends, and make a new server or open an old one it never lets my friends in or let me enter to their game and its aoways the same error: it says it's already full even when there's only one player online there. Idk how to fix it, any help?

Go in the server files, the file named server and change the max players to a higher number.
