Is there anywhere on a map that diamonds will not spawn? Like underwater or sand?

I've heard people say that even if you did down to like level 10.. diamonds will not be down there if you are under sand or water, Is this true?

Diamonds will be underwater but they will always, no matter what, be close to bedrock. In the real world, deserts/sand places usually don't have that many minerald underneath them. So in minecraft, don't expect to find diamonds underneath deserts. To find diamonds, usually go to place where there is pleanty of moisture, meaning trees or plains.
