it sais my ip address is being used

I try using a server address which is 68.231.56.131 but it sais it is running already and im not running anything and it wont let me click register server it like freezes.

You probably tried to launch your server twice. Go to your task manager by doing ctrl+alt+delete and clicking task manager. Then go to processes. Here shut down all tasks with 'java' or 'javaw' and 'Minecraft' in the description. Now try to launch your server again. If this fails make sure nobody in your home runs a server. If that fails and you sure the server isn't launched try to define another port in your configuration from the server.

Its possible for it to still happen with 2 devices

you could manually setup your phone to see if it resolves the issue (easier than changing the router)

on the phone, go into settings
then click on wifi
click the little arrow next to your router name

the top selection 'IP Address' make a note of all these settings

click the button that says static and manually type in the settings from the above

the only difference you want to make is the top one for IP Address
eg
mine is currently 192.168.2.4 change the last digit to a higher number (192.168.2.10)
