Are sVanilla server's allowed Combat Tag?

Hello,

I am writing this letter today to ask whether Semi-Vanilla Servers are allowed the plugin combat tag. I am asking this because I find it rather annoying when I am PvPing and someone just leaves and gets away with all their stuff. I am wondering are Server Owners allowed to implement this simple and yet effective plugin.
