Your computer must be slow. You can use another method to open your minecraft resource folder: Open up your windows search bar , Type in run. Click on the "run" application. Then type in %appdata%. Now , Look for your .minecraft folder. Open up the folder. Now , find your reasource pack folder , And there it is!
