my charecter skin is glitching. I am steve

my skin is a pgn file, but in every server, i am STEVE!!! it is really frusterating,and i have re-uploaded it ,so im wondering what's going on.

Have you asked other people if your skin in glitching for other people?  It might just be your minecraft.  If not,  try goin checking your steps.  The way you SHOULD do it is like this.  Download the skin and save it as something memeroable like my skin.  It should be a .png file  Go to minecraft .net and login. Go to profile.  Click chose file.  Search for the skin.  Confirm the upload. CLick upload.  Done. :D
