Can't vote because ip

Question

When I try to vote, it says my IP has already voted. Normally it would say IP AND username already voted if I try to vote to soon. Is it possible someone else is using my IP to vote? Is there anyway to fix or prevent this? I only vote on 1 server so its not because I already voted for a different server.
