How do I get a horse to follow me in minecraft using commands?

I tried combining it with a wolf using commands but when you ride the horse, the horse teleports to the dog and everything messes up.

put in a repeating command block: execute @p ~ ~ ~ tp @e[type=horse] ~1 ~ ~
