    If you are playing on PE they have to be connected to your wifi and you have to enable Multiplayer in your minecraft settings and then join one of your worlds.

    On PC this is almost the same. You get your friend on the same wifi as you then open your world to LAN and then they should see it in their multiplayer list. If you can't connect to the same wifi you can create a server and give them the IP. To do this you must either get it through a hosting website or make one yourself and run it one your computer. The best hosting website (I think) is server.pro. But if you want to make a server by yourself you will have to youtube it.
