To run a server without all the tecnical stuff (console access) and such, you can use a wrapper to "control the server" or use some of the hosting companies that offer a webbased server management system of a sort.
I know Jestservers.com got that type off setup - you control and add plugins via a webinterface. And there are many similar hosting providers like that.
